EU Commission Proposes Using Frozen Russian Assets to Fund Reparations for Ukraine
A planned reparations fund would direct revenues from Russian assets to victims of the war.

The European Commission proposes to use funds related to Russian frozen assets in the European Union to create a fund that will pay Ukrainians reparations for damages caused by Russia's aggression.
This was stated by European Commissioner for Justice Michael McGrath in Brussels on December 9. The European Commission proposes to use Russia's frozen assets to pay reparations to Ukraine and Ukrainian citizens.
"The proposal that the European Commission has put forward as part of the architecture of the reparations loan agreement – which is one of two Commission proposals to be considered by the European Council next week – there is a provision that the financing related to Russian immobilized assets will be used to contribute to a fund that will ultimately pay reparations to the people of Ukraine," McGrath said.
He stressed that the EU must strongly support the victims of Russian aggression in Ukraine: “those who have lost loved ones, women who have been raped, families whose children have been abducted and taken to Russia,” etc.
We cannot simply forget about these issues. There must be justice. There must be accountability. We will do our job to create the appropriate architecture through the Special Tribunal, through the work of the Claims Commission," the European Commissioner said.
“Under the agreement on financing the reparations loan that we are proposing, there is a possibility that the funds could go to a final fund from which victims of Russian aggression in Ukraine could receive reparations,” he stressed.
On December 16, the European Union will join the creation of the International Claims Commission for Ukraine against Russia, which is being established as part of the work of the Register of Damage Caused to Ukraine and Ukrainians by Russian Aggression.
