The German Government is Developing Operation Plan
A secret defence plan in case of war with Russia

The document, known as Operation Plan Germany (OPLAN DEU), is 1,200 pages long and provides for the deployment of up to 800,000 NATO troops, who will be moved east to defend the territory.
According to the publication, the plan was drawn up by 12 high-ranking officers at a military complex in Berlin. The document details the routes for troop movements through ports, roads, rivers and railways, as well as logistics and supplies for units en route.
Particular attention is paid to dual-use infrastructure and its modernisation: more than €100 billion is earmarked for railways, roads and bridges that can ensure the rapid movement of troops by 2029. ‘The goal is to prevent war by making it clear to our enemies that if they attack us, they will not succeed,’ said one of the senior officers and co-authors of OPLAN DEU.
The document envisages ‘blurring the line between the civilian and military spheres,’ which, according to its developers, is a modern approach to defence, updated to take into account new threats, including drones, sabotage and cyber attacks. ‘Considering that we started from scratch in early 2023, we are very pleased with where we are today. It is a very complex product,’ said one of the plan's co-authors.
Germany is already conducting training and briefings for civilian services – hospitals, police, emergency services – and laying routes for military convoys. However, stress tests have shown that there are still problems with coordination, peacetime legislative restrictions and the state of infrastructure.
‘The threats are real. We are not at war, but we no longer live in peacetime,’ Chancellor Friedrich Merz said in September.
Planners estimate that Russia could prepare for a potential conflict earlier than expected – before 2029 – through a series of cyberattacks, sabotage and incursions into European airspace.
At the same time, a possible pause in the war in Ukraine could give the Kremlin more time and resources to prepare for action against NATO, so Germany is preparing to strengthen Europe's resilience in advance. German intelligence believes that Russia is creating the conditions for a war against NATO to begin as early as 2029.
