The Netherlands is Preparing a Plan to Return Ukrainian Refugees Home
The condition for return is the establishment of peace in Ukraine.

The Dutch government is working on a new plan to introduce temporary status for Ukrainian refugees in 2027, with a view to their eventual return to Ukraine.
“According to the new government plan, Ukrainian refugees in the Netherlands may be granted special status in 2027, aimed at their return to Ukraine... Peace is a prerequisite for return,” the report says.
The proposal from the Dutch Ministry of Asylum and Migration also stipulates that Ukrainians who have paid work will have to pay their own rent and health insurance contributions. Those who are not working will be able to apply for social assistance.
It is noted that these measures are intended to reduce the costs of accepting Ukrainians and prevent a flood of applications to the Immigration and Naturalization Service (IND). The special European protection program for Ukrainians will end in March 2027, and the European Commission has announced that it does not plan to extend it.
Currently, there are about 120,000 Ukrainians living in the Netherlands, more than 60% of whom have jobs. Therefore, the Ministry of Asylum and Migration considers it logical that these people should cover part or all of their living expenses.
Since the beginning of the year, the municipal accommodation system is no longer free for Ukrainians who have an income.
The government notes that the new rules are necessary not only because of budgetary pressure, but also because of significant delays at the IND, which can no longer cope with the number of applications. In addition, the state budget after 2027 does not reserve funds for the admission of Ukrainians, forcing the government to negotiate with municipalities where accommodation centers are overcrowded.
