The Russian Empire didn't cease to exist in the minds of its ruling class back in February 1917; it continues to exist even today. Unable to come to terms with the loss of certain territories, the empire is trying to reclaim them. Furthermore, it views all neighboring countries as its "sphere of interest," sometimes interpreting this concept too expansively.
