Ukraine has secured €75 million in EU-funded grants to accelerate reconstruction of essential water infrastructure and kick-start a modern social housing system.

The Gaze reports this, referring to Ukraine's Ministry for Communities and Territories Development.

The agreements were signed between Ukraine, the European Union, and the European Investment Bank (EIB) during the ReBuild Ukraine conference in Warsaw.

The first grant – €25 million from the EU through the EIB – will bolster an existing water-sector loan and enable communities affected by Russia’s attacks to rebuild water supply and sewage systems.

The funding covers the rehabilitation of pipelines, upgrades to drinking-water quality, modernization of treatment facilities, and measures to strengthen the resilience of critical infrastructure.

The second agreement allocates €50 million in grant support to create Ukraine’s first large-scale system of municipal social rental housing.

The project will operate through the newly established Social Rental Housing Fund, created under Cabinet of Ministers Resolution No. 796 of July 2, 2025.

The grant packages were signed by Anna Yarosh-Fris, Director of the Ukraine Service at the European Commission’s DG NEAR (Directorate-General for Neighbourhood and Enlargement Negotiations), and Matteo Rivellini, Head of EIB Investments for Ukraine, with EU Enlargement Commissioner Marta Kos also in attendance.

Pilot communities are expected to construct modern, energy-efficient, fully equipped homes intended for priority groups, including internally displaced persons, people with disabilities, and public-sector employees.

The initiative complements draft law No. 12377, adopted by the Verkhovna Rada in the first reading, which outlines the broader framework for Ukraine’s future housing policy.

Ukrainian officials emphasized that the agreements mark a significant step toward aligning Ukraine’s reconstruction with European models and standards.

As The Gaze reported earlier, Ukraine presented a large-scale national pavilion at the ReBuild Ukraine 2025 international exhibition in Warsaw, demonstrating the country's reconstruction and investment opportunities.
