Ukraine to Build Weapons with Allies Under New Defense Cooperation Framework

In a series of recent announcements, President Volodymyr Zelenskyy unveiled bold steps aimed at reshaping Ukraine’s role in the global security architecture.

Speaking to reporters in Kyiv, Zelenskyy announced that Ukraine will soon sign its first international agreements under the Build with Ukraine initiative – an ambitious plan to export Ukrainian defense technologies and establish arms production lines in allied European nations.
The new initiative will enable the co-production of drones, missiles, and potentially artillery systems directly on the territory of partner states.
According to Zelenskyy, this model ensures weapons will be manufactured for both Ukraine and its allies, while advancing NATO’s broader defense resilience.
“These will be countries that help us,” Zelenskyy stated. “We will provide the relevant technologies and manufacture weapons in their countries for both us and them.”
Denmark Norway, Germany, the United Kingdom, and Lithuania are leading the pack. Negotiations also involve the private sector, signaling a blended industrial-security partnership.
Zelenskyy emphasized that Ukraine will refuse any cooperation with states sympathetic to Russia: “No Ukrainian defense technology will be shared with governments that tolerate or support the aggressor.”
Now Kyiv is also urging allies to commit 0.25% of their national GDP toward Ukraine’s defense-industrial base as a contribution to European stability.
In a parallel diplomatic push, Zelenskyy confirmed that Ukraine has officially submitted a major weapons procurement request to the administration of U.S. President Donald Trump.
The list was delivered during a recent high-level meeting in Canada between U.S. Treasury Secretary Scott Bessent, Ukrainian Deputy Prime Minister Yuliia Svyrydenko, and Presidential Chief of Staff Andriy Yermak.
Among the systems requested are U.S.-made Patriot air defense batteries.
Zelenskyy stressed that Ukraine is prepared to fully finance the package and awaits formal feedback from Washington.
“We’ve submitted the entire package, we’re ready to pay for it. Now we await a response,” the president noted.
