Ukraine and the United States have developed a new draft peace agreement with Russia consisting of 19 points, leaving the most sensitive issues for the consideration of Presidents Donald Trump and Volodymyr Zelenskyy.

First Deputy Foreign Minister of Ukraine Sergiy Kyslytsya said that the negotiations in Geneva were “tense but productive” and concluded with an agreed document that left both sides with a “positive” impression. During the meeting, the delegations reached agreements on a number of issues while also finding compromises on several points.

“We have developed a solid foundation for bridging positions and a few points where we can make compromises. The rest of the issues will require decisions from the leadership,” he stated.

The most sensitive issues were set aside for the leaders’ decision and referred to the consideration of Presidents Donald Trump and Volodymyr Zelenskyy. These include territorial issues, relations between NATO, Russia, and the United States, as well as other politically contentious topics that require final decisions from the leadership.

In particular, Ukrainian Foreign Ministry spokesperson Heorhiy Tykhyi stated that issues regarding the EU and NATO could be moved to a separate negotiation track within the framework of the peace talks. He explained that this is important to preserve the unity of Ukraine’s partners, and that the contribution of European countries will be key to the final decision, as it concerns not only Ukraine’s security but also the security of Europe as a whole.

According to Kyslytsya, the new draft peace agreement is significantly different from the previous version, which had provoked a strong reaction in Kyiv.

Kyslytsya also emphasized the constructive work of the American team and their openness to Ukraine’s proposals. Agreements were reached, including abandoning the limitation on the size of the Ukrainian army and revising provisions for general amnesty to take into account the interests of those affected by the war.

After the amendments, the initial version of the peace plan was reduced to 19 points, which now form the basis for further negotiations at the presidential level.

Earlier, European allies of Ukraine have developed their own version of a peace plan aimed at resolving the conflict with Russia. The plan reflects Europe’s approach to achieving a sustainable and just resolution, emphasizing gradual implementation, protection of Ukrainian sovereignty, and the involvement of international partners in key decisions.

The plan was created after European leaders reviewed the initial US proposal and voiced concerns over elements they considered unrealistic or potentially harmful to Ukraine’s long-term security. They stressed the importance of maintaining Ukraine’s defense capabilities and ensuring that negotiations begin from a practical and stable foundation.

European capitals view the US proposal as a useful starting point, but the new plan incorporates European priorities and standards, aiming to provide a framework for a durable peace that respects Ukraine’s sovereignty and engages international partners in meaningful ways.

As The Gaze reported earlier, European Council President António Costa announced significant progress in peace talks on Ukraine after a meeting of EU leaders in Angola.
