Ukrainian Government Estimates Post-War Reconstruction at $1 Trillion

The reconstruction and modernisation of Ukraine will cost $1 trillion over a period of 14 years, Prime Minister Denys Shmyhal said during a speech at a meeting of the Ukrainian Ministerial Donor Platform within the framework of URC-2025.

The Ukrainian concept envisages the creation of two funds totalling $1 trillion.
"The first is the $540 billion Ukraine Fund, as this is how much it will cost to rebuild Ukraine, according to the World Bank's estimates," Denys Shmyhal emphasised, adding that this fund will be administered by Ukraine and will be formed from confiscated Russian assets, as well as a special tax on Russian raw material exports.
‘The second fund is the European Structural Fund to support Ukraine in the amount of $460 billion,’ the prime minister emphasised.
According to him, this fund will include investments from the European private sector for the development of production in Ukraine.
‘The projects that will be implemented with these funds will benefit not only Ukraine, but also the entire European economy and business,’ Shmyhal stressed.
He also highlighted two strategic tasks facing the government and Ukraine as a whole.
These include supporting and increasing pressure on Russia through sanctions. In addition, ensuring sufficient financial resources so that Ukraine can resist Russian aggression.
An important topic touched upon by Denys Shmyhal was attracting financial support for 2026 and 2027.
"We are preparing for various scenarios. We are offering our European partners to invest in European defence by co-financing the Ukrainian army.
Military spending currently amounts to $100-120 billion. In peacetime and without taking into account weapons production, maintaining the Ukrainian army will cost €50 billion per year. We expect the EU to provide half of this amount," the prime minister stressed.
He added that Ukraine is ready to become a guarantor of European security.
Ukraine needs significant international support — for 2026, this amounts to more than $40 billion.
As The Gaze reported earlier, European Commission President Ursula von der Leyen announced on Thursday the creation of a European Fund for the Reconstruction of Ukraine in cooperation with the EU, Italy, Germany, France and Poland.
