IMF has Offered Ukraine a New Program of $8 billion

The International Monetary Fund has offered Ukraine a new financing program totaling approximately $8 billion over a period of four years. This was announced on Facebook by Roksolana Pidlasa, chair of the Verkhovna Rada Committee on Budgetary Issues, following negotiations with IMF mission chief Gavin Gray. “The total amount of the program that the IMF is offering Ukraine is about $8 billion for four years. This is less than we expected and less than we need, but the IMF program is the key to obtaining financing from other partners, including a reparations loan,” Pidlasa said.
According to her, the IMF Board of Directors' decision to launch the program is expected in January 2026, when the first payment will also be received. The committee chair said that one of the preconditions for launching the program is the adoption of the 2026 budget within the deficit agreed with the IMF.
“As for structural benchmarks, the IMF is most interested in increasing state budget revenues, in particular by closing tax avoidance schemes,” Pidlasa added.
On November 17, an IMF mission led by Gavin Gray began work in Ukraine on the launch of a new Extended Fund Facility (EFF) program. In September, the Ukrainian government officially requested a new financing program from the IMF.
