Media Publish Ukrainian–European Peace Plan as Counter to Trump’s Proposal

The Reuters news agency has seen the text of proposals to end Russia's war against Ukraine, which were handed over to the US side on Wednesday by Ukrainian and European officials at talks in London.

The Ukrainian and European proposals are a response to the American plan presented in Paris by Donald Trump's special envoy Steve Witkoff.
The document has the same structure as the American proposal, but contains more extensive conditions in terms of a ceasefire and monitoring of its observance, including the participation of the United States.
In addition, unlike the American proposal, the Ukrainian and European document does not mention the recognition of ‘de jure’ or ‘de facto’ Russian sovereignty over the occupied territories of Ukraine.
Ceasefire:
- Commit to a full and unconditional ceasefire in the sky, on land and at sea.
- Both sides immediately begin negotiations on technical implementation with the participation of the United States and European countries. This is happening in parallel with the preparation of an agenda and modalities for a full-fledged peace agreement.
- Monitoring of the ceasefire regime led by the United States and supported by third countries.
- Russia must unconditionally return all deported and illegally displaced Ukrainian children. Exchange of all prisoners of war (‘all for all’ principle). Russia must release all civilian prisoners.
Security guarantees for Ukraine:
- Ukraine receives robust security guarantees, including from the US (Article 5-like agreement), while there is no consensus among Allies on NATO membership.
- No restrictions on the Ukrainian Armed Forces.
- Guarantor states will be a special group of European countries and willing non-European countries. No restrictions on the presence, armament and operations of friendly foreign forces on the territory of Ukraine.
- Ukraine is committed to EU membership.
Territory:
- Territorial issues will be discussed and resolved after a full and unconditional ceasefire.
- Territorial negotiations are to begin on the basis of the line of control.
- Ukraine regains control over the Zaporizhzhya nuclear power plant with the participation of the US, as well as over the Kakhovka dam
- Ukraine gains unimpeded passage along the Dnipro River and control of the Kinburn Spit.
Economy:
- The US and Ukraine implement an economic cooperation/mining agreement.
- Ukraine will be fully restored and financially compensated, including through Russian sovereign assets, which will remain frozen until Russia compensates for the damage caused to Ukraine.
- The US sanctions imposed on Russia since 2014 could be gradually eased once a sustainable peace is reached and could be reinstated in the event of a breach of the peace agreement.
As The Gaze reported earlier, on 17 April, US Presidential Envoy Steve Witkoff presented a proposal to end the Russian-Ukrainian war to European officials in Paris, which, among other things, includes US recognition of Moscow's control over a number of Ukrainian occupied territories and the lifting of Western sanctions against Russia.
