Spiegel: What Germany Could Offer for Ukraine’s Security Guarantees?

Germany is preparing to play a leading role in post-war security guarantees for Ukraine by focusing on strengthening its air defense and military capabilities while avoiding commitments to deploy German troops.

According to the German media, the plan will be presented at a meeting of the “Coalition of the Willing” in Paris.
Germany is expected to prioritize bolstering Ukraine’s air defense systems, with Berlin aiming to raise its annual level of support by 20%.
The proposals also extend to enhancing Ukraine’s long-range strike potential, including cruise missile production on Ukrainian soil with financial and technical backing from international partners.
In addition, Berlin is prepared to equip four Ukrainian mechanized brigades, providing roughly 480 armored personnel carriers and infantry fighting vehicles each year.
Germany’s approach further emphasizes sustained training for Ukrainian troops and deeper cooperation between Ukraine’s defense industry and allied partners – areas where Berlin has already taken a leading role.
Chancellor Friedrich Merz underscored earlier this week that Germany has no concrete plans to deploy its own forces to Ukraine. “At least not in Germany,” he remarked.
French President Emmanuel Macron, speaking ahead of Thursday’s meeting, said that allies have finalized the framework for security guarantees and are now ready to move forward with political approval.
As The Gaze reported earlier, European leaders are set to convene in Paris on September 4 to advance high-level discussions on potential security guarantees for Ukraine.
