Ukraine Delivers Its Response to Latest U.S. Peace Plan Draft – Axios
Ukraine has submitted its formal response to the most recent American draft of a peace plan.
The Gaze reports this, referring to a post by Axios journalist Barak Ravid.
The handover took place on Wednesday, December 10, fulfilling President Volodymyr Zelenskyy’s earlier pledge that Kyiv would present an updated version of the proposal to Washington. The substance of Ukraine’s response remains confidential.
The latest move comes shortly after Zelenskyy met in London with the leaders of the United Kingdom, Germany, and France.
National security advisers from the four countries are jointly shaping the newest iteration of the U.S. plan, which was brought to Kyiv by Ukraine’s National Security and Defense Council Secretary Rustem Umerov.
According to Zelenskyy, Kyiv, Washington, and European partners are now working simultaneously on three interconnected documents:
– a 20-point framework, which is regularly revised as talks progress;
– a security guarantees agreement, involving Ukraine, the United States, and European allies;
– and a blueprint for post-war reconstruction, laying out structural foundations for recovery.
“The framework is a living document that must reflect the interests of Ukraine, Europe, and the world,” Zelenskyy said, adding that Kyiv is awaiting military recommendations to finalize its position on security guarantees. These guarantees, he emphasized, must align with proposals from the broader “Coalition of the Willing.”
Despite ongoing coordination with Western partners, Kyiv and Washington have yet to find common ground on the territorial dimension of the peace plan. U.S. negotiators have reportedly suggested that Ukraine consider ceding the Donbas region to Russia – an option Ukrainian officials categorically reject.
European leaders, including British Prime Minister Keir Starmer and French President Emmanuel Macron, are also expected to gather in Germany on December 15 to discuss the peace initiative and attempt to synchronize their positions before further talks.
As The Gaze reported earlier, on December 8, Ukraine and European leaders met in London to strengthen diplomatic ties and push forward peace talks with the U.S.
