These funds to restore Ukraine's medical infrastructure
The Gaze reports on it according to Ministry of Health of Ukraine
The Swiss Agency for Development and Cooperation has made a grant contribution of nearly US$12 million to the Ukraine Recovery, Rehabilitation, and Transformation Fund (URTF) established by the World Bank. The funds will be used to implement the HEAL Ukraine project (Strengthening Health Systems and Saving Lives).
The main objectives of the project are to restore and improve access to essential health services, meet new and urgent health care needs, and provide financial protection in emergency situations. This support will provide additional funds for the restoration and modernisation of destroyed and damaged medical facilities. This primarily concerns hospitals that are operating under increased pressure and providing assistance to a significant number of internally displaced persons.
Additional funding will cover both preparatory and main construction, reconstruction and major repair works, as well as the renewal of material and technical resources, including the purchase and supply of modern medical and laboratory equipment necessary for the continuous operation of facilities.
The needs for the restoration of the healthcare system remain significant. In particular, according to data from the health departments of regional military administrations, as of 3 November 2025, 2,530 facilities in 815 medical institutions have been confirmed as damaged or destroyed. Of these, 327 facilities in 125 medical institutions have been completely destroyed.
Also, according to the results of an updated assessment of damage and needs presented in the Fourth Ukraine Rapid Damage and Needs Assessment (RDNA4) report, the healthcare sector will need US$19.4 billion for restoration and reconstruction over the next ten years. Full-scale war, ongoing shelling and targeted attacks on civilian infrastructure have caused widespread destruction, creating a critical need for support from international partners.
The Ministry of Health of Ukraine expresses its sincere gratitude to Switzerland and all partners for their solidarity, systematic support and contribution to the restoration and development of the medical sector.
URTF (Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund) is a trust fund for the support, recovery, reconstruction and reform of Ukraine, established by the World Bank in December 2022. It is a platform for the rapid mobilisation and channelling of funds from donor countries to urgent development needs identified by the Government of Ukraine. 17 countries have made contributions to the URTF for Ukraine
