The EU has adopted a draft law on the regulation of artificial intelligence

On June 14th, the European Parliament approved a law on artificial intelligence, taking the first step towards the official adoption of the world's first comprehensive set of rules regulating AI technologies. This information was announced on the European Parliament's website.
The adopted document categorizes AI systems into groups based on the level of risk they pose to European citizens and consumers. Each group has its own restrictions and control measures.
For example, systems designed to manipulate human subconsciousness, real-time biometric recognition systems, and others are completely banned. Generative AI tools must clearly indicate that the creations they produce are the result of AI and not the work of human beings.
The text of the draft law specifies the following:
AI systems with unacceptable risks are considered threats to humans and will be prohibited. They include:
- Cognitive behavioral manipulation of individuals or vulnerable groups, such as voice toys encouraging dangerous behavior in children.
- Social scoring: classifying individuals based on their behavior, socio-economic status, or personal characteristics.
- Real-time and remote biometric identification systems, such as facial recognition.
AI systems that negatively affect safety or fundamental rights will be classified as high risk and will be divided into two categories:
-
AI systems used in products subject to EU legislation on product safety. This includes toys, aviation, automobiles, medical devices, and elevators.
-
AI systems belonging to eight specific areas that will need to be registered in the EU database:
- Biometric identification and categorization of individuals.
- Management and operation of critical infrastructure.
- Education and vocational training.
- Employment, workforce management, and access to self-employment.
- Access and use of essential private and public services and benefits.
- Law enforcement.
- Migration, asylum, and border control management.
- Legal interpretation and application assistance.
The adoption of these rules in the parliamentary committee is expected to be confirmed during the plenary session in June, and then the final text will be agreed upon by EU member states. The European Union aims to make the first-ever regulation of artificial intelligence a reality by the end of this year.
