The draft document, obtained by media outlets, is expected to be formalized at a summit in London on May 19.
The “geopolitical preamble” outlines key commitments, including strong backing for Ukraine’s territorial integrity, a shared dedication to free and open global trade, and joint efforts to uphold the Paris Climate Agreement’s goal of limiting global warming to 1.5°C.
In a clear contrast to recent U.S. policy directions under President Donald Trump, Britain and the EU pledge “unwavering commitment” to providing political, financial, humanitarian, and military support to Ukraine. They also firmly oppose any moves to recognize Russia’s illegal occupation of Crimea or other Ukrainian territories.
“We reaffirmed our continued support for Ukraine’s independence, sovereignty, and territorial integrity within its internationally recognized borders,” the draft reads.
