Ukraine Discusses Defense and Energy Support With EU Partners in Luxembourg

Ukraine discusses strengthening defense and energy security with European partners during a meeting of the EU Foreign Affairs Council in Luxembourg on October 20, 2025.

Ukrainian Foreign Minister Andrii Sybiha took part in the meeting of the Council of Foreign Ministers of the European Union in Luxembourg at the invitation of the head of European diplomacy, Kaja Kallas.
During the meeting, he expressed his gratitude to the EU and its diplomacy for their unwavering support for Ukraine, emphasized the importance of assistance in the energy sector, and Ukraine's readiness to cooperate in the field of defense.
The Minister stressed the need for additional energy resources and equipment ahead of winter, as well as the importance of developing an air defense system and protecting critical infrastructure.
“The reality in modern Europe shows that Ukraine is no longer a ‘buffer zone’. We are an integral part of European security infrastructure — on land, in the air, and at sea. Let's act accordingly,” he said.
On the sidelines of the Council, Sybiha held an important bilateral meeting with Greek Foreign Minister Georgios Gerapetritis. The parties discussed support for Ukraine in the process of European integration, the EU's sanctions policy, and humanitarian initiatives.
“We agreed to continue deepening and expanding our bilateral cooperation, in particular its humanitarian aspect such as the construction of shelters in Ukrainian schools and providing summer retreats for our children,” he wrote on social media platform X.
The Minister emphasized Ukraine's readiness to share its experience in the military sphere, particularly in the use of drones, and to expand bilateral cooperation.
Sybiha met with Spanish Foreign Minister José Manuel Albares Bueno. During the talks, they discussed energy assistance, strengthening defense and energy resilience, and Spain's participation in the PURL and SAFE programs.
It was reported that 70 Spanish generators sent as part of the announced energy assistance will arrive in Ukraine.
“We value this assistance to the Ukrainian people ahead of winter,” thanked the Ukrainian Minister.
He also noted Spain’s contribution to the rehabilitation of children from frontline areas and stressed the importance of further cooperation in the field of defense and energy.
Sybiha also held talks with his Portuguese counterpart Paulo Rangel, during which they discussed further steps to strengthen Ukraine's air defense and military capabilities, support for the energy system ahead of winter, and coordination of actions within the framework of European sanctions and SAFE initiatives.
The Ministers also touched upon Ukraine's path to EU accession and strengthening cooperation with Portuguese-speaking countries.
As The Gaze informed earlier, the European Union is considering a new proposal that would allow countries to join the bloc without full voting rights in order to speed up enlargement and circumvent resistance from certain members.
