The upcoming Ukraine Recovery Conference 2025 (URC 2025) in Rome should mark the beginning of long-term international partnerships, Ukrainian Deputy Prime Minister for the Restoration of Ukraine Oleksii Kuleba stated during a key preparatory event in Verona on Monday, The Gaze reports, citing The Ministry for Development of Communities and Territories of Ukraine.

The event, titled “On the Way to URC 2025,” gathered representatives from EU governments, international organizations, civil society, and the private sector to discuss the critical role of regions and communities in Ukraine’s reconstruction. 

Four panel sessions addressed regional and local recovery, private sector engagement, sustainability, and international partnerships supporting Ukrainian communities.

Today’s event is an important step toward URC 2025 in Rome. We want this conference to become the beginning of new long-term partnerships, new investment decisions, and new policies based on respect for what Ukraine has already done — and a readiness to move forward together,” Kuleba said.

Ukraine is rebuilding now, not waiting for the war to end,” he emphasized. “Italy was and remains one of those countries that stood by us during the hardest times.”

Kuleba also stressed Ukraine’s proven resilience in sectors like logistics, energy, and industry, saying the country is “a reliable partner for the world” even under full-scale war conditions.

Italian Foreign Minister Antonio Tajani confirmed Italy’s commitment to Ukraine’s recovery, particularly in rebuilding its productive infrastructure. He reiterated Rome’s readiness to work with international partners to support “a just and lasting peace.”

The outcomes of the Verona event will help shape Ukraine’s official position at URC 2025, underscoring that recovery starts at the local level and scales up through global cooperation.
