Ukraine’s DREAM Platform Wins International Award for Innovation in Postwar Recovery Management

Ukraine’s digital recovery platform DREAM has received international recognition for its leadership in contract process management and reconstruction transparency. The award was granted by the World Commerce & Contracting Innovation & Excellence Awards – a globally respected institution recognizing pioneering work in public procurement, contract management, and governance.

DREAM (Digital Restoration Ecosystem for Accountable Management) was selected as this year’s winner in the category “Technology Innovation in Contracting.” The jury acknowledged DREAM as a key digital innovation enabling accountable, transparent, and effective reconstruction and development practices amid Ukraine’s ongoing recovery from the war.
More than 1,280 Ukrainian communities actively use the DREAM platform, which currently hosts over 11,500 recovery and development projects with a total budget exceeding ₴1.3 trillion UAH ($32 billion). Each project is fully traceable on the public platform dream.gov.ua and through its analytics portal bi.dream.gov.ua, which allow users to view progress at national, regional, and local levels.
The platform also offers access to Ukraine’s Unified Project Portfolio (UPP) – a comprehensive registry of priority recovery initiatives – as well as associated documentation, funding decisions, contract processes, and efficiency assessments.
DREAM is not only a transparency tool – it is also the foundation of Ukraine’s reform in public investment management, developed in collaboration with the Ministry of Finance and Ministry of Economy, and supported by international partners, civil society organizations, regional authorities, and local governments. The system integrates every phase of the public investment cycle: from strategic planning and project evaluation to funding decisions and implementation oversight.
The government reports that over 50% of projects selected under Phases I and II of the Ukraine Recovery Program have already been digitized and integrated into the DREAM system. This effort signals Ukraine’s commitment to minimizing corruption risks, ensuring donor confidence, and accelerating recovery in line with international standards.
DREAM’s success reflects a broader push toward digital innovation, public accountability, and multistakeholder collaboration – key elements that international donors and partners increasingly expect from recovery programs.
As The Gaze reported earlier, on April 22, Poland officially launched a PLN 250 million (€58.25 million) concessional lending initiative aimed at supporting Polish companies investing in Ukraine.
