Ukrainian President Signs Mobilisation Law: Basic Military Training Instead of Conscription
Today, President of Ukraine Volodymyr Zelenskyy signed the law on mobilisation adopted by the Verkhovna Rada. This is stated in the document card on the parliament's website.
"Returned with the signature of the President of Ukraine," the status of the document reads.
Earlier, the law was signed by the Chairman of the Verkhovna Rada Ruslan Stefanchuk.
As a reminder, on 11 April, the Ukrainian parliament passed Bill No. 10449 on mobilisation in the second reading. MPs adopted the document without the provision on demobilisation.
Key provisions:
The draft age is changed from 27 to 25 years;
Conscript service is cancelled. It will be replaced by basic military training for five months, which will begin in September 2025.
People with disabilities retain the right to be discharged from service. Soldiers can also resign from service after being captured. Guardians and adoptive parents are now eligible for deferment and exemption from military service.
Those found to be partially fit must undergo a re-evaluation within 12 months. Those who received a disability group II or III after 24 February 2022, except for military personnel, must undergo a second medical examination.
Persons liable for military service must carry their military registration document with them during martial law and update their data in their electronic cabinet, ASC or TCC.
Servicemen and women are entitled to compensation of 50% of the down payment on a mortgage loan when entering into their first contract.
Consular services abroad will be restricted for those liable for military service until they update their data. Also, those who evade military service will be restricted from driving.
The Law is expected to come into force one month after the day following its publication, except for the provisions of Article 6, paragraphs 4 and 5, of the Law of Ukraine "On Mobilisation Preparation and Mobilisation" and the provisions of Article 1, paragraph 6, and Article 26, paragraph 2, of the Law of Ukraine "On Military Duty and Military Service", which will come into force eight months after the day following its publication.
