On 16 October, Ukrainian President Volodymyr Zelenskyy presented his five-point Victory Plan to the Verkhovna Rada, the president's website reports.

According to Zelenskyy, the implementation of the Peace Plan depends on Ukraine's partners. 

The President stressed that Russia is not looking for an honest peace, the ruler of the aggressor state, Vladimir Putin, has gone mad and wants war, he will not change personally, he is deaf to everyone else.

According to Zelenskyy, Ukraine and its partners must work together to change the circumstances so that the war ends and Russia is ‘forced to peace’.

‘The first point (and a very important one) is an invitation to NATO. Right now. This is a certainty of how the partners see Ukraine's place in the security architecture,’ he said.

According to the Head of State, the second point is defence, irreversible strengthening of Ukrainian defence and turning the war towards Russia (including the return of the war to enemy territory).

The third point is deterring Russian aggression. Ukraine proposes to deploy a comprehensive non-nuclear deterrence package on its territory to deter further Russian aggression.

The fourth point is the strategic and economic potential of Ukraine.

The fifth point is designed for the post-war period. The Ukrainian experience should be used for the whole Alliance and the defence of Europe. Kyiv proposes replacing the US military in Europe with Ukrainian troops after the war.

Zelenskyy reminded that the Formula for Peace - a strategy to end Russian aggression against Ukraine and restore justice for the Ukrainian people based on the goals and principles of the UN Charter - which he presented to the international community two years ago, has now been supported by almost 100 countries. 

‘We also held a successful inaugural Peace Summit and proved that this negotiation format can be successful in ending the war. But Russia is still shying away from honest diplomacy and throwing more ultimatums among the bombs. We must stop it,’ Zelenskyy stressed.

After the meeting, the president is scheduled to meet with the parliamentary leadership and heads of parliamentary factions and groups.

As The Gaze previously reported, Zelenskyy recently revealed some details of his Victory Plan, which he plans to present to US President Joe Biden and presidential candidates Donald Trump and Kamala Harris.

The President of Ukraine explained that his plan is called a victory plan because ‘for us, victory means being very strong, and we are ready for strong diplomacy.’
