US Administration's Assessment Shifts Greatly, Positive Signals Emerge, Political Scientist Says

Very positive signals were heard at the Ukraine Recovery Conference 2025 in Rome. First and foremost from Washington. We can say that Ukraine's partners have already formed a strategic vision for the country's recovery and are taking practical steps, according to Dmytro Levus, an international political scientist and director of the Ukrainian Meridian Centre for Public Research.

"Very good signals were heard at this conference. Specifically from the American side. After all, what we are talking about now is a strategy, that is, a vision for the future. And the American initiative to draw parallels with the Marshall Plan, which completely restored Europe after World War II, shows that there is faith in Ukraine. And the implementation of the plan means support for all Ukrainian aspirations, as well as European and Euro-Atlantic unity," Levus said.
A country that is successfully recovering, in which people believe and therefore invest, can definitely go all the way, the political scientist emphasised.
"The signal coming from the United States of America is, incidentally, also a signal to Ukraine's other partners. In other words, we can say that Washington has begun to seriously consider such a strategic plan, which means it is about the future. And even those who, let's say, are currently sceptical are already getting down to specific work. Ukraine, for its part, is doing everything possible. And Zelenskyy's words about recovery and the future are more than telling," Levus said.
This conference, according to the political scientist, was a kind of culmination, because this work had been going on before. Ukraine already has a large number of bilateral relations, according to which certain countries have determined which areas they are ready to work with specifically on recovery.
"There is already concrete work being done at the level of humanitarian aid. But, among other things, construction and restoration are already underway. For example, Latvia and the Chernihiv region are working very actively. This is one of the successful examples. And right now, there has been a clear definition of how this will work in the future. A definition of what funds can be used to implement projects," Levus noted.
He also stressed that there is already a consensus on the use of frozen Russian assets.
“All this must be viewed in the general political context regarding the Russian Federation. Let us recall the words of German Chancellor Merkel that diplomatic channels for settlement with Russia no longer work, they have been exhausted. There is definitely a major shift in the US administration's assessments. It is obvious that Russia will continue to try to deceive and bring everything to a simulation of negotiations. But all this really shows that a strategic vision has been formed and there are practical steps that must be taken. New funds, bilateral cooperation on the use of frozen Russian assets, and, strategically, the development of a kind of Marshall Plan specifically for Ukraine — all this shows that the democratic world stands with Ukraine," the guest concluded.
Earlier, US Special Representative for Ukraine Keith Kellogg said that international partners should help Ukraine recover after the war by introducing a new ‘Marshall Plan.’
