Council of Europe Bank Delivers €100 Mln to Ukraine for War-Displaced Civilians
Ukraine has obtained a second €100 million tranche from the Council of Europe Development Bank (CEB) to finance social assistance for internally displaced persons (IDPs).
The Gaze reports this, referring to a statement made by Ukraine's Ministry of Finance.
The funds have already been transferred to the state budget’s general fund. With this disbursement, Ukraine has now secured the full €200 million allocated for IDP support in 2025 under the current CEB project.
According to the ministry, the financing will ensure the uninterrupted provision of essential social payments to people forced from their homes by Russia’s war. These include housing subsidies, food assistance, medical support, and education expenses for displaced children.
The “Support for Internally Displaced Persons in Ukraine” programme aims to help IDPs integrate into their new communities by improving access to vital services, easing pressure on local economies, and reducing social tensions.
Since the beginning of cooperation with the CEB two years ago, Ukraine has attracted nearly €430 million – around 80% of all loan resources the bank currently provides to the country.
These funds support a broad range of social initiatives, including healthcare projects, housing for war-affected citizens, and programmes focused on displaced populations.
The CEB’s current project portfolio in Ukraine includes five initiatives worth a combined €550 million. Earlier, on 1 October, Ukraine received an additional €170 million from the bank to expand housing programmes for families affected by the war.
As The Gaze previously reported, Ukraine has also secured €75 million in EU-funded grants to accelerate reconstruction of essential water infrastructure and kick-start a modern social housing system.
