Defense Procurement Agency Reaches 1 Million FPV Drones Supplied in 2025

From January to July 2025, the Ministry of Defense of Ukraine, through the Defense Procurement Agency, provided the Armed Forces of Ukraine with more than a million FPV drones.

In total, the Defense Procurement Agency has already contracted more than 2 million FPV drones for 2025.
Minister of Defense of Ukraine Denys Shmyhal emphasized that the main task is to develop effective mechanisms for supplying drones to the frontline and increase the pace of their delivery so that units receive what they need to perform combat missions.
According to Arsen Zhumadilov, director of the Defense Procurement Agency of the Ministry of Defense, the transfer of one million FPV drones is not the final stage.
"We have launched additional tools for the mass supply of UAVs. These are framework agreements in the Prozorro system and DOT-Chain Defense. The latter allows units to choose the drones they need on their own," Zhumadilov said. He stressed the need for the Armed Forces to receive the necessary UAVs at the expense of the state budget.
The agency has introduced new procurement methods, including framework agreements and the DOT-Chain Defense marketplace. The framework agreements provide for the selection of manufacturers not by model names, but by the compliance of drones with the established technical requirements. This makes it possible to attract more companies, create competition and ensure transparency through bidding in Prozorro (a fully electronic public procurement platform).
Meanwhile, the DOT-Chain Defense system operates on the principle of a marketplace where the military can choose the drones they need, making delivery faster and more targeted.
As The Gaze informed previously, Ukraine is significantly expanding its air defense capabilities by deploying tens of thousands of interceptor drones to combat Russia’s continued use of Iranian-designed Shahed drones.
