Estonia will provide €3.5 million to help Ukraine expand its Starlink satellite communications network. 

The Gaze reports this, referring to ERR.

The funding will be delivered through the Estonia–Luxembourg–led IT Coalition, part of the broader Ramstein-format support framework.

The Estonian Ministry of Defence confirmed that the contribution is included in Tallinn’s 2025 aid package for Ukraine. 

The funds will be directed toward joint procurement of Starlink terminals, which are essential for maintaining secure, high-speed communications for Ukrainian forces.

Defence Minister Hanno Pevkur said Ukraine had “clearly indicated” that strengthening Starlink capabilities remains a priority, given its plan to rapidly expand drone units across the front line. 

“Starlink's capabilities are especially critical given Ukraine's aim to significantly expand its drone units, which require high-capacity internet connections,” Pevkur noted.

He emphasized that supporting Ukraine’s digital resilience is as important as supplying weapons: “Ukraine fights every day for the freedom of all Europe, including Estonia. Along with military assistance, technological support is crucial.”

Estonia remains one of Ukraine’s most committed backers relative to the size of its economy. This year alone, Tallinn’s military assistance amounted to nearly 0.3% of its GDP. 

Support has included equipment procurement via Estonian defence companies, training for Ukrainian troops, and large-scale cooperation in IT, communications, and cybersecurity through the IT Coalition.

The IT Coalition, formed under the Ukraine Defense Contact Group, is tasked with helping modernize Ukraine’s defense technologies, protect critical networks, and expand secure communications across the armed forces.

As The Gaze reported earlier, eight northern and Baltic NATO allies have announced a joint military aid package for Ukraine worth $500 million as part of the Priority Ukrainian Requirements List (PURL initiative).
