Kyiv Initiates Talks on Claims Commission Treaty for Ukraine

On March 24-26, 2025, the first meeting on an International treaty to establish a Claims Commission for Ukraine (INC) took place in The Hague, the Kingdom of the Netherlands. This follows four preparatory meetings held since July 2024.
During the meeting, negotiators reviewed an updated draft of the treaty. According to Ukraine’s Ministry of Justice, discussions covered key aspects of cooperation, the Commission’s mandate, operational modalities, and organizational structure, along with other issues related to its functioning.
The first stage of negotiations involved representatives from more than 50 countries across all continents, along with the European Union and the Council of Europe.
The Claims Commission will serve as the second integral element of Ukraine’s international compensation mechanism, alongside the Register of Damage for Ukraine, established by the Council of Europe. It will assess applications submitted to the Register and determine compensation amounts for victims.
Deputy Head of the Office of the President of Ukraine, Iryna Mudra, emphasized that one of Ukraine’s key demands is full compensation from Russia for all losses and damages incurred since 2014, amounting to over $1 trillion.
The next meeting of the Intergovernmental Negotiating Committee on the treaty is scheduled for May 2025. Ukraine aims to finalize the treaty by the end of the year.
