Qatar’s QTerminals to Resume Operations at Ukraine’s Olvia Port
Ukraine’s Ministry for Communities and Territories Development has signed a memorandum of cooperation with Qatari logistics operator QTerminals and its Ukrainian subsidiary, QTerminals Olvia, paving the way for the resumption of operations at the strategically important Olvia seaport in the Mykolaiv region.

The agreement, announced on Wednesday, outlines steps to revive a concession project that has been on hold since the start of Russia’s full-scale invasion.
Under the original 35-year concession signed in August 2020, QTerminals committed to investing in the port’s development, supporting infrastructure in the city of Mykolaiv, maintaining jobs for port workers, and paying the state for the right to operate the facility.
The project’s relaunch will be facilitated by Ukraine’s new Public-Private Partnership Law, due to take effect in October 2025, which allows concession agreements to be amended in cases of force majeure.
This legal change will give the parties flexibility to temporarily suspend operations if required, adjust financial terms, and address social issues affecting employees.
The ministry emphasized that Qatar remains a key international partner for Ukraine, and restarting the Olvia concession sends a powerful message of resilience and readiness to rebuild, even during wartime.
