Warsaw to Fund US Arms Purchases for Ukraine Under PURL Program
Poland will join the PURL program and allocate $100 million to purchase American weapons for Ukraine by the end of 2025.

Polish Foreign Minister Radosław Sikorski announced that the country is transferring $100 million from the state budget for military aid to Ukraine as part of the PURL Initiative that provides for the urgent purchase of American weapons.
According to him, the funds are already in the Ministry of Foreign Affairs and will be transferred by the end of the year.
“I am sincerely grateful to my friend Radosław Sikorski and to Poland for the decision to join the PURL program,” Ukrainian Foreign Minister Andrii Sybiha said in response to the announcement. “This practical support will enhance Ukraine's resilience and strengthen both our nations.”
The PURL (Prioritised Ukraine Requirements List) program was created in the summer of 2025 as a mechanism for the rapid delivery of American weapons and equipment to Ukraine with the financial support of voluntary contributions from NATO countries and partners. The initiative was launched with the support of NATO Secretary General Mark Rutte, US President Donald Trump, and Ukrainian President Volodymyr Zelenskyy.
The PURL mechanism is simple: Ukraine compiles a list of critically needed weapons, agrees on it with NATO and the US as a priority monthly package (approximately $1 billion).
Participating countries make voluntary financial contributions for the purchase, and the US delivers weapons, equipment, and ammunition that are not produced in Europe, including air defense systems and missiles.
Total contributions to the PURL initiative have already reached $2.82 billion. Five arms packages have been formed under the program to strengthen Ukraine's defense capabilities, and 16 countries have already joined the initiative.
Representatives of Ukraine and NATO are discussing additional contributions and long-term financing for 2026, as well as the development of Ukrainian defense production.
Moreover, the US expects to allocate an additional $2 billion for the purchase of American weapons for Ukraine under the PURL initiative by the end of 2025. According to US Ambassador to NATO Matthew Whitaker, PURL Initiative demonstrates Europe's strengthening role in supporting the defense of the continent and Ukraine.
