Romania will allow the import of grains from Moldova and Ukraine exclusively to Romanian farmers and processors.

According to Florin Barbu, the Minister of Agriculture of Romania, the import of grain from Ukraine and Moldova will be permitted only to Romanian farmers and processors with the issuance of licenses.
"We are, as promised, safeguarding Romanian production and the work of Romanian farmers," the minister remarked.
Barbu revealed that the Ministry of Agriculture and Rural Development has published a draft emergency ordinance, establishing the legislative framework for the import of agricultural products from Ukraine and the Republic of Moldova. Specifically, it introduces a mechanism for granting permission to Romanian economic operators for the import of four products: wheat, corn, sunflower, and rapeseed.
The draft regulatory act specifies that only Romanian entities operating in the following economic sectors can obtain permission for operations related to the import of agricultural products from Ukraine or the Republic of Moldova:
- Oil and fat production.
- Citrus fruit product manufacturing.
- Production of animal feed supplements.
- Animal breeding.
A business entity intending to import agricultural products from Ukraine or the Republic of Moldova must apply to the Ministry of Agriculture and Rural Development of Romania for an import permit based on the presentation of documentation demonstrating the need to stock reserves.
Additionally, the business entity must provide a certificate of conformity for the imported products issued by the State Authority for Sanitary, Veterinary, and Food Safety, confirming compliance with sanitary, veterinary, and food safety standards.
The Ministry issues the import permit after verifying the information provided by the operators requesting permission.
Based on the import permit, a Romanian economic operator enters into an import contract with an economic operator licensed in Ukraine or the Republic of Moldova for the required quantity of the product. Import operations are conducted under the supervision of Romanian customs authorities.
