Rutte Named Three Levels of Security Guarantees for Ukraine

NATO Secretary General gave  an interview to  German tabloid Bild.

The NATO Secretary General stated that powerful Armed Forces, support from the Coalition of the Willing, and participation from the United States are necessary to deter new aggression from the Russian Federation.

The main goal of security guarantees for Ukraine is to prevent renewed aggression from Russia after a ceasefire or the conclusion of a peace agreement. NATO Secretary General Mark Rutte stated this in an interview with the German tabloid Bild.

According to him, the security system for Ukraine should consist of three levels. The first is a powerful and combat-ready Ukrainian Armed Forces, which must remain in excellent condition even after the end of the war or a long-term truce.

 The third level, according to the NATO Secretary General, is the United States. Rutte recalled that the US President had already declared his readiness to join the security guarantees in August.

The partners are currently working on combining all three elements into a single deterrence model that should send a clear signal to Russian dictator Vladimir Putin: a new attack on Ukraine will have devastating consequences for him.

Rutte also stressed that US President Donald Trump is fully focused on ending the war. He noted that it was Trump who was able to bring Putin to the negotiating table and is the only leader capable of bringing the process to peace.

The NATO Secretary General does not believe that American aid to Ukraine will cease or that the US will leave the Alliance, and is convinced that in a crisis situation, Europe will be able to count on Washington.

Explaining why achieving peace is so difficult, Mark Rutte said that the reason is Putin, who, according to him, is willing to sacrifice hundreds of thousands of his own citizens for minimal territorial gains. According to NATO estimates, Russia has advanced less than 1% of Ukraine's territory this year, losing up to 1.1 million killed and wounded.

In general, the NATO Secretary General outlined two key tasks for the Alliance countries: increasing defence spending and production, and ensuring Ukraine's maximum military capability. He stressed that if Russia were to completely capture Ukraine, the consequences for NATO would be much more serious and would cost the Alliance much more than its current commitments.


Mark Rutte was also asked whether it would ever be possible to ‘get rid of dictator Putin.’ In response, the head of the Alliance warned against naivety and drew attention to Moscow's global dependence on China. According to him, cooperation between Russia and China forces Europe to remain vigilant. To this end, he stressed, it is necessary to increase funding, strengthen defence and recruit ‘the best men and women in uniform that can be found’.
