Putin is not ready for peace

There are no signs that Russia wants a peace agreement. During nearly four years of Russia's full-scale war against Ukraine, peace plans have repeatedly emerged and unsuccessful negotiations have been held. But, emboldened by his success in Gaza, US President Donald Trump launched a new attempt last week to end Russia's war against Ukraine.
Trump used all his ‘personal power’ and a deadline to try to push through a plan for peace. As in the Gaza deal, the peace plan for Ukraine included the creation of a peacekeeping council headed by Trump, the exchange of prisoners and funding for reconstruction. But the peace plan for Ukraine faced a leader who was not ready for peace.
There are no signs that Russia wants an agreement. And that's the whole point: peace at any price, which seems to be the position of the United States, is not peace," said former US Ambassador to Ukraine Bridget Brink.
Trump expressed enthusiasm for the peace plan, seeking to conclude another high-profile deal and win the Nobel Peace Prize. He set a deadline of 27 November, Thanksgiving Day, for Ukrainian President Volodymyr Zelenskyy to accept the peace plan, although he later stated that he had not set any deadlines.
The initial US peace plan shocked Ukraine and its European allies, who said it would reward Russia for its aggression. This resulted in a series of diplomatic manoeuvres. American and Ukrainian officials met in Geneva to discuss the plan.
Orysia Lutsevych, deputy director of the Russia and Eurasia programme at Chatham House, says the 28-point plan is part of a ‘masterful’ Russian operation aimed at buying time for the Russian army to advance.
‘Putin is playing for time with Trump. His goals are to prevent the implementation of oil sanctions, which came into force on 21 November 2025, and to delay the adoption of a bill on secondary sanctions, which is currently under consideration in the US House of Representatives,’ she said.
Moscow quickly rejected counterproposals to the peace plan from European countries and gave its clearest response — it continued shelling Ukraine. In particular, on Tuesday, 25 November, Russia fired 22 missiles and more than 460 drones at Ukraine, killing and injuring civilians.
