Ukraine Completes Screening of Three Negotiation Clusters in EU Accession Talks

Ukraine has completed the screening process for three key clusters in its EU accession negotiations, marking a significant milestone on its path toward membership. The announcement came from European Commissioner for Enlargement Marta Kos ahead of a meeting of EU foreign and defense ministers in Brussels.

Speaking to reporters, Kos confirmed that the European Commission has finalized and submitted screening reports on Cluster 2 ("Internal Market") and Cluster 6 ("External Relations") to the Council of the European Union. This follows the earlier submission of the report on Cluster 1 ("Fundamentals"), which forms the basis of the accession process.
“Ukraine has fulfilled its commitments and demonstrated readiness to move forward. The report on Cluster 1 is ready for the next step, and last week we submitted two more reports, on Clusters 2 and 6, for both Ukraine and Moldova,” Kos stated.
She expressed optimism about the pace of progress, suggesting that if this momentum continues, the screening of all negotiation clusters could be concluded by autumn. “That would send a strong and encouraging signal to Ukraine,” she added.
Kos also highlighted the broader geopolitical importance of Ukraine's EU integration, linking it directly to the future of European security. “Ukraine’s accession is not only about ensuring its own stability. It is about reinforcing the security of the entire European Union, particularly in the post-war context,” she emphasized.
Back in January, the European Commission had submitted Ukraine’s first screening report on Cluster 1 to the EU Council. However, in February, Hungary blocked the formal opening of this initial negotiation cluster, insisting on holding domestic “consultations” before supporting further steps.
As The Gaze reported earlier, on April 23, the process of screening the compliance of Ukrainian legislation with the European one as part of the negotiations on Ukraine's accession to the EU has reached the halfway point.
