Ukraine Facility’s 2025 fourth tranche cut due to incomplete reforms

The fourth tranche of financial assistance to Ukraine in 2025 under the Ukraine Facility mechanism will be provided to Ukraine in a smaller amount than planned.

The next tranche of payments under the Ukraine Facility will be reduced because Ukraine has failed to implement three of the 16 reforms promised to the European Union.
The fourth tranche is the largest in terms of funds and the number of reforms required. The European Commission spokesperson, Guillaume Mercier, speaking to EuroPravda noted that if all indicators were met and 16 reforms were implemented, Ukraine could expect to receive €4.5 billion.
On June 6, 2025, Ukraine submitted a request for a partial tranche payment, stating that it had implemented 13 of the 16 required reforms, while the rest are currently in the process of being implemented.
“The Commission has assessed 13 reforms as completed and proposes that the EU Council disburse €3.05 billion to Ukraine as the fourth tranche under the Ukraine Facility for Ukraine,” said Guillaume Mercier.
It is reported that the three unfulfilled reforms relate to decentralization, the law on the Asset Recovery and Management Agency (ARMA) reform, and the selection of judges for the High Anti-Corruption Court.
As The Gaze previously informed, during the Ukraine Recovery Conference 2025 in Rome, over 200 agreements and memoranda were signed, totaling more than €13 billion.
