Ukraine’s Diia App Demonstrates Cross-Border Digital ID Compatibility at EU Interoperability Trials

Ukraine’s digital government platform Diia has successfully participated in “Potential Interop 2025,” a cross-national interoperability testing event in Vilnius aimed at advancing the EU’s digital identity framework.

Organized under the auspices of the “EU Digital Identity Wallet pilot,” the event brought together representatives from 14 countries to assess the real-world interoperability of national digital ID systems. Ukraine, through “Diia,” tested its digital documents in a range of cross-border scenarios, including:
– Digital identity verification for public services
– Driver’s license validation
– Bank account onboarding
– SIM card registration
– Qualified electronic signature creation
– Access to digital prescriptions.
According to Ukraine’s Ministry of Digital Transformation, the testing confirmed the compatibility of Diia’s digital credentials with EU systems, reinforcing its alignment with the requirements of eIDAS 2.0 – the EU’s updated regulation on digital identity and trust services.
Ukraine’s journey toward interoperability began in 2023 when the Diia app was introduced at the POTENTIAL consortium meeting in Paris. In February 2025, Ukraine successfully passed its first wave of compatibility trials with European digital wallets.
“We are building a digital bridge between Ukraine and the European Union,” the Ministry noted. “Our goal is to make Ukrainian e-documents function as confidently and securely in Berlin or Paris as they do in Kyiv."
Ukraine’s involvement in the EU Digital Identity Wallet pilot is supported by the European Union through the EU4DigitalUA project, implemented by Estonia’s e-Governance Academy.
