Ukraine Sets World Record with First National AI Public Services Assistant
Ukraine set a world record by introducing the world's first national AI assistant for public services — Diia.AI.

The record was officially recorded by the World Record Book during the WINWIN Summit in Kyiv on November 4, 2025. Certificates were received by representatives of the teams that implemented the project, including the Ministry of Digital Transformation, the Eastern Europe Foundation, and international partners from the UK and Switzerland.
Anna Krysiuk, CEO of the World Records Book, emphasized that Diia.AI opens a new era of electronic transformation of the state, making public services fast, transparent, and accessible to all citizens.
“Today we have set a world record that will go down in the history of Ukraine and the whole world. Ukraine has become the first country to create a national public services assistant — a unique digital tool that opens a new era of electronic democracy,” she said.
Diia.AI is the world's first national AI assistant for public services, created by Ukraine. It works in a chat on the Diia portal, helping citizens obtain information, register businesses, use social and other public services, select personalized services, and provide advice.
All data is processed in an encrypted and anonymized form, which guarantees security and confidentiality, and the system is integrated with government registries. Diia.AI is available around the clock, simplifies citizens' interaction with the state, and is implemented by the team of the Ministry of Digital Transformation of Ukraine together with Ukrainian and international partners, in particular the UK DIGIT program and the Swiss-Ukrainian EGAP program.
According to Viktor Lyakh, president of the Eastern Europe Foundation, recognition of the record confirms that Ukraine can remain a technological leader and serves as proof that “Ukraine can be technological, efficient, and people-oriented even in the face of the challenges of war.”
According to a study by Civitta Ukraine for the Ministry of Digital Transformation, the Diya platform has generated savings of approximately ₴184 billion ($4.5 billion) for Ukrainians and the state over five years. Every hryvnia invested in the digitization of public services brings savings of up to ₴160.
The study covered 87 key services on the portal and in the Diya app. The annual savings from their digitization amount to approximately ₴59.6 billion, or 0.7% of GDP, and by 2035, the expansion of digital services could generate benefits of almost 7% of GDP.
As The Gaze reported earlier, Ukraine has taken another step towards digital European integration by officially joining the European AI Board as an observer.
