Ukraine’s flagship e-governance platform Diia has delivered an estimated ₴184 billion ($4.5 billion) in economic savings over the past five years.

The Gaze reports this, referring to a statement made by Deputy Prime Minister and Digital Transformation Minister Mykhailo Fedorov, citing a government-commissioned study.

The research, conducted by Civitta Ukraine for the Ministry of Digital Transformation, shows that every hryvnia invested in digitalizing public services generates up to ₴160 in savings for citizens and the state. 

Since its launch in 2020, Diia has received about ₴2 billion in combined investment from the government and international partners.

“This is the first comprehensive analysis showing how Diia not only saves Ukrainians money but also reduces corruption and proves the return on investment in digital services,” Fedorov said. “One hryvnia invested in Diia has already generated ₴160 in savings.”

The study reviewed 87 core services available through the Diia app and portal. Annual savings from their digitalization are estimated at ₴59.6 billion, or 0.7% of GDP. 

Researchers project that by 2035, expanded digital services could deliver benefits equivalent to nearly 7% of GDP.

Basic services such as certificates, extracts, and digital signatures account for the largest impact, saving about ₴49 billion annually. Unique online programs, including e-Oselia (housing loans), e-Robota (employment grants), and the “National Cashback” initiative, have already saved ₴26.5 billion since launch. 

Programs previously prone to corruption, such as construction permits, IDP registration, and seafarer certification, generated a further ₴7.4 billion in savings by eliminating the need for bribes and intermediaries.

“Before digitalization, seafarers often had no choice but to pay bribes to secure qualification documents. By moving the process online, those costs have disappeared,” noted Kyrylo Kryvolap, managing partner at Civitta Ukraine.

Digitalization has also slashed administrative costs. For instance, re-registering a car costs ₴5,398 at a service center but only ₴1,369 through Diia. 

Registering as a sole proprietor offline costs ₴2,776 compared with just ₴497 online. The state’s average cost per offline service once exceeded ₴1,500, but online delivery now brings that figure down to ₴242.

Looking ahead, the Ministry of Digital Transformation is preparing to roll out e-Notary, an electronic system for notarial services, with the first features expected to launch in 2026.

As The Gaze reported earlier, Ukraine’s digital government platform Diia successfully participated in “Potential Interop 2025,” a cross-national interoperability testing event in Vilnius aimed at advancing the EU’s digital identity framework.
