U.S. Expects Additional $2 Billion for Ukraine Arms Purchases Under PURL Initiative
The United States expects to raise an additional $2 billion for the purchase of American-made weapons for Ukraine under the PURL initiative by the end of 2025.
The Gaze reports this, referring to comments made by U.S. Ambassador to NATO Matthew Whitaker in an interview with Bloomberg.
According to Whitaker, commitments made through PURL, a transatlantic mechanism enabling NATO allies to jointly procure U.S. weapons for Kyiv, are being fulfilled in stages.
“We expect to mobilize another two billion dollars or more over the next few months, and we hope this will happen very soon,” he noted.
The ambassador added that by 2026, the initiative aims to gather $12–15 billion, which would be directed toward acquiring “critical weaponry Ukraine needs to defend itself and sustain its operations on the front line.”
Whitaker emphasized that the growing momentum behind PURL reflects Europe’s increasing leadership in supporting Ukraine.
“It’s another example of how Europe and our NATO allies on the continent are stepping up to defend, ultimately, the European continent itself,” he said.
Launched in July 2025 by U.S. President Donald Trump and NATO Secretary General Mark Rutte, the PURL (Purchase of U.S. Resources for Lethal aid) program allows NATO members to jointly finance the acquisition of American defense equipment for Ukraine.
As of October 2025, contributions under PURL had already reached $2 billion, with most NATO member states having joined the initiative following a meeting of allied defense ministers earlier that month.
As The Gaze previously reported, Ukrainian Defense Minister Denys Shmyhal announced that during the 31st Ramstein meeting, Ukraine's partners agreed to provide new assistance totaling at least $422 million through the PURL initiative.
