300,000 Ukrainian Homes Damaged, Germany Steps In to Help

Deputy Prime Minister for the Restoration of Ukraine and Minister of Community and Territorial Development Oleksii Kuleba announced the preparation of joint projects with Germany in the field of housing, noting that more than 300,000 houses in Ukraine have been destroyed or damaged.

Oleksii Kuleba held an online meeting with German Minister of Housing, Urban Development, and Construction Verena Huber. The main topic of discussion was deepening cooperation in the field of housing and spatial planning, as well as strengthening German programs and initiatives that will contribute to the comprehensive reconstruction of Ukrainian cities and towns.
Several tools are already being used in Ukraine to restore the housing stock, including the eRestoration compensation mechanism, capital restoration, and social housing in the form of long-term preferential leases.
Thanks to eRestoration, more than 140,000 families have received compensation for damaged or destroyed housing.
Oleksii Kuleba emphasized that housing is key to bringing people back home and rebuilding communities and the economy.
“Over 300,000 homes have been destroyed or damaged, 4.6 million people are internally displaced, and the cost of reconstruction is estimated at $80 billion. We are already seeing the first results of our housing reconstruction efforts, and in 2026 we plan to scale up these efforts, including with the support of the German government,” he said.
The priority of cooperation is to accelerate the mobilization of funds and urban planning procedures. The Ministry of Development has already initiated a pilot project for spatial planning for destroyed and new settlements that has attracted the interest of the German side.
The German government is also ready to support the development of reforms in the field of urban planning and housing policy, in particular the social housing system, where housing remains in community ownership and is rented at a fixed price below market value.
The parties agreed to prepare a Memorandum of Cooperation in the areas of housing, urban development, architecture, and landscaping.
As The Gaze informed previously, German manufacturer Daimler Truck has received a major order to deliver around 1,000 upgraded Zetros military trucks to Ukraine, expanding the country’s logistical and tactical capabilities.
