Luxembourg Joins NATO’s PURL Scheme to Fund US Weapons for Ukraine

Luxembourg has become the latest NATO member to join the Priority Ukraine Requirements List (PURL) program, a joint US-NATO initiative that coordinates the purchase and delivery of Western weapons to Ukraine.
The Gaze reports this, referring to Euractiv.
Prime Minister Luc Frieden confirmed the move during a press appearance with NATO Secretary General Mark Rutte.
Under PURL, allies pool funding to finance large-scale shipments of US-made arms that correspond to Ukraine’s most urgent battlefield needs. Each package costs roughly $500 million (€428 million) and includes critical systems such as Patriot air-defence batteries.
Frieden emphasized that Luxembourg cannot cover a full package on its own and will instead seek partners:
“We will finance the package together with other countries which we still have to identify, a package of already available arms, to a large extent US arms, that we will provide to Ukraine,” he said.
Since its creation, PURL has already delivered about $2 billion worth of weapons to Kyiv. Several countries have taken leading roles in financing:
– The Netherlands became the first to cover an entire €500 million package.
– Germany and Canada each pledged $500 million in August.
– Denmark, Norway and Sweden jointly announced another $500 million installment.
– Lithuania added $30 million, and Belgium followed with a €100 million contribution.
Luxembourg’s entry brings the number of official participants to nine. Finland and the United Kingdom have expressed interest but have not yet formalized contributions.
NATO officials expect further commitments later this month, as allies work toward channeling as much as $10 billion through the program.
