Moscow will insist on serious changes to the peace plan announced today by President Volodymyr Zelensky. It lacks provisions that are key for Russia, Bloomberg writes, citing a source close to the Kremlin.
At the same time, as the source told journalists, Moscow considers the plan a starting point for further negotiations. Russia sees the document as a ‘fairly typical Ukrainian plan’ but intends to study it with a ‘cool head.’
Among the changes that the Kremlin wants to make are greater restrictions on the Ukrainian Armed Forces. Moscow is also concerned about NATO non-expansion and Ukraine's neutral status if Kyiv joins the EU. The journalist's interlocutor also pointed out that the plan lacks clear guarantees regarding the status of the Russian language in Ukraine. In addition, Russia wants clarity on the issue of lifting sanctions and frozen assets.
In a conversation with journalists, Zelensky stated that there are still differences between Kyiv and Washington on territorial issues and the management of the Zaporizhzhia nuclear power plant. Moscow demands that Ukrainian troops be withdrawn from the entire Donbas region, while Ukraine rejects this demand and seeks to stop the war along the line of contact.
