Sybiha Outlines Ukraine’s Security Guarantee Demands in Talks With Rubio and European Allies

Ukrainian Foreign Minister Andrii Sybiha has conveyed Kyiv’s vision for binding international security guarantees during a conference call with U.S. Secretary of State Marco Rubio and several European foreign ministers.
The Gaze reports this, referring to Sybiha’s post on social media platform X.
The discussion, held at Rubio’s initiative, also involved Finland’s Elina Valtonen, France’s Jean-Noël Barrot, Germany’s Johann Wadephul, Italy’s Antonio Tajani, Poland’s Radosław Sikorski, the United Kingdom’s David Lammy, and EU foreign policy chief Kaja Kallas.
According to Sybiha, the exchange built on earlier contacts between world leaders, President Volodymyr Zelenskyy’s recent visit to Washington, and the ongoing coordination of national security advisers.
“I reiterated Ukraine’s position that security guarantees must be concrete, legally binding, and effective. They should be multidimensional, including military, diplomatic, legal, and other levels,” Sybiha wrote on X.
He stressed that such commitments should be multidimensional, covering military, diplomatic, and legal aspects, while emphasizing that a strong and well-equipped Ukrainian army remains the foundation of any credible framework.
Sybiha reiterated Ukraine’s readiness to move forward on the path to peace, including meetings “at the level of leaders in any formats and geographies.”
He warned that Moscow cannot indefinitely stall negotiations without consequences, pointing to the need for tougher sanctions and expanded support for Ukraine’s defense if Russia continues to reject meaningful steps toward peace.
The U.S. State Department confirmed that participants agreed to maintain close coordination of diplomatic efforts aimed at achieving a lasting settlement to the war.
The call came shortly after Sybiha joined G7 counterparts on Ukraine’s Independence Day, where he urged additional pressure on Moscow.
As The Gaze reported earlier, Ukraine called on the United States to impose additional sanctions on Russia if Moscow refuses to agree to a summit with President Volodymyr Zelenskyy.
