Ukraine has advanced its national AI ambitions by partnering with NVIDIA to build sovereign AI infrastructure.

The Gaze reports this, referring to a statement made by Ukraine’s Ministry of Digital Transformation.

The ministry has begun joint work with the California-based technology leader to establish a state-controlled AI backbone powered by NVIDIA’s advanced computing solutions.

According to the announcement, the initiative aims to build a full-scale “sovereign state of artificial intelligence” – a national system equipped with robust infrastructure, secure data processing, and a highly trained workforce capable of developing and operating advanced AI technologies.

The first project under the partnership will be the creation of Diia AI LLM, a sovereign large language model tailored specifically to Ukrainian legislation, public-administration needs, and the workflows of government agencies.

All future AI services in the Diia ecosystem, including the newly introduced online AI assistant, the upcoming AI assistant in the mobile app, and internal government tools, will be powered by this model. Officials say the model will allow Ukraine to deploy secure, reliable, and locally governed AI capabilities across essential sectors.

Under the agreement, Ukraine will receive access to NVIDIA’s specialized software stack for AI development, from high-performance computing infrastructure to advanced developer tools. The company will also provide technical guidance intended to accelerate model training, reduce operational costs, and support architecture planning.

NVIDIA experts will take part in workshops, consultations, and regular system-design reviews to ensure the technology meets security and reliability standards.

Officials described the collaboration as a crucial milestone in strengthening Ukraine’s technological sovereignty during wartime and accelerating the country’s integration into global AI innovation.

As The Gaze reported earlier, Ukraine has officially launched its first online master’s program in artificial intelligence, supported by the Ministry of Digital Transformation and developed by online Neoversity.
