Ukraine Leaps from 102nd to 5th in Global Digital Services Ranking

Ukraine has surged from 102nd to 5th place globally in the development of digital public services, according to the latest United Nations ranking.
Speaking at NV’s “Great Digital Transformation” forum on June 18, Deputy Prime Minister Mykhailo Fedorov called the jump “a real breakthrough”, The Gaze reports, citing United 24 Media.
“If you look at the table, in just five years we’ve gone from 102nd place in the world to 5th in the development of digital services. This ranking is compiled by the United Nations. We managed to make a real breakthrough,” Fedorov said.
He expressed confidence that Ukraine could enter the top three in the next edition of the ranking, expected in two years.
Fedorov also highlighted Ukraine’s strategic digital asset—unique battlefield data, accumulated during wartime, which could provide the country with a competitive edge in the global AI race.
“We have unique battlefield data, and it’s accumulating—this is something we can offer to the world,” he noted.
Although Ukraine does not yet have large-scale AI models or its own cloud infrastructure on par with tech giants like Amazon or Microsoft, ongoing digital investment remains a government priority.
This focus is particularly important as Ukraine continues to endure near-daily cyberattacks, reportedly around 100,000 per month.
As The Gaze previously reported, Mykhailo Fedorov revealed that Ukraine will launch its first Large Language Model (LLM) by the end of 2025. He explained that this model will serve as the foundation for a range of AI tools similar to ChatGPT, Notion AI, and others.
