Ukraine to Develop Its Own AI Language Model

At Forbes AI Day 2025, Ukraine’s Minister of Digital Transformation, Mykhailo Fedorov, revealed that Ukraine will launch its first Large Language Model (LLM) by the end of 2025. He explained that this model will serve as the foundation for a range of AI tools similar to ChatGPT, Notion AI, and others.
LLMs (Large Language Models) are AI systems based on neural networks that process, analyze, and generate text. Trained on vast datasets, they understand language, context, and tone, allowing them to produce coherent responses.
The Ukrainian LLM will be trained on Ukrainian data, making it resilient to Russian propaganda and foreign influence. It will also be integrated into other digital products developed in Ukraine, such as the virtual document service Diia and the state educational app Mriia. Furthermore, it will be leveraged in Ukraine’s defense, enhancing it with AI technologies.
The project will be supported by the WINWIN AI Center of Excellence, which brings together experts, resources, and innovations for the development of AI and other key areas of Ukrainian life.
‘Ukraine has to become a leader in AI. Our goal by 2030 is to become one of the most technologically advanced countries in the world through the implementation of artificial intelligence,’ Fedorov commented on his social media.
As of now, Ukraine is the first country in the world where digital passports have become full legal counterparts to paper documents. Recently, Ukraine also became the first country to offer legal online marriage ceremonies, eliminating the need for couples to be physically present.
