Ukraine Receives €2.3bn EU Funding After Meeting Reform Benchmarks
Ukraine has received €2.3 billion in fresh financial assistance from the European Union under the Ukraine Facility program.
The Gaze informs about it, referring to a statement made by the Ministry of Finance of Ukraine.
The latest tranche includes €2.1 billion in concessional loans and €200 million in grant funding. The resources will be directed toward covering priority social and humanitarian expenditures, including pensions, public sector wages, and essential services.
The disbursement follows Ukraine’s completion of eight reform benchmarks required for the sixth regular tranche of EU support, as well as one additional reform milestone linked to an earlier payment round.
The reforms form part of Ukraine’s broader commitments under the Ukraine Plan, covering public financial management, environmental and green transition policies, improvements to the business climate, financial market regulation, and judicial reform.
The Ukraine Facility, launched in 2024 for a four-year period, is designed to provide predictable macro-financial support to Kyiv while anchoring structural reforms linked to EU integration.
Since the program began, more than €26.7 billion has already been transferred to Ukraine’s state budget, including over €10.6 billion received in 2025 alone. The total envelope of the instrument is estimated at approximately €50 billion.
Earlier this month, the EU Council formally approved the €2.3 billion payout after confirming that Ukraine had met 8 of the 10 performance indicators set out in the Ukraine Plan. EU officials have repeatedly emphasized that continued funding will remain conditional on sustained reform progress and transparency.
As The Gaze previously reported, European Commission President Ursula von der Leyen confirmed that the European Union had reached a decision to finance Ukraine's urgent needs in the amount of €90 billion.
