Von Der Leyen: EUR 90 bln Loan is Tied with Ukraine Reparations

European Commission President Ursula von der Leyen insists that the EU's €90 billion loan to Ukraine is linked to future reparations from the Russian aggressor.
Von der Leyen confirmed that the European Union had reached a decision to finance Ukraine's urgent needs in the amount of €90 billion.
The President of the European Commission emphasised that this interest-free loan will not be a burden on Ukraine's budget. ‘Ukraine will only have to repay this loan when it receives reparations,’ she said, explaining that this decision was the outcome of difficult discussions on how to help Ukraine.
Danish Prime Minister Mette Frederiksen, who chairs the EU Council this semester, confirmed this. ‘Ukraine should not pay until Russia pays it war reparations,’ Frederiksen stressed.
Ursula von der Leyen stressed that this funding will cover Ukraine's key needs for 2026-27. ‘Financial assistance to Ukraine after 2027 will be part of the decision on the next multiannual EU budget,’ she explained.
As reported, on Friday night, the EU summit approved a decision to provide €90 billion to Ukraine. Before that, the summit reached an impasse on the ‘reparation loan’ and had to move on to ‘plan B,’ which ultimately worked.
European Council President António Costa promised that the leaders would not leave the summit without a decision on money for Ukraine.
