Ukrainian President to Publicly Present Victory Plan to European Partners
This week, the Victory Plan will be publicly presented to European partners. This was stated by President of Ukraine Volodymyr Zelenskyy in a video address.
‘This week, we will present to all partners in Europe our strategy for forcing Russia to a just end to this war. Of course, the Victory Plan will be presented publicly. Moreover, it will be presented together with the first response we received from our partners,’ the President stressed.
Among the main things, Zelenskyy voiced the report of the intelligence services - the Foreign Intelligence Service and the Defence Intelligence of Ukraine - on Russian intentions for autumn and winter and the actual involvement of North Korea in the war against Ukraine. They also discussed Russia's relations with some other countries that, unfortunately, are investing in prolonging the war in Ukraine.
The President of Ukraine will present the Victory Plan to his European partners during the next European Council with the participation of EU heads of state and government. This was announced on Monday in Luxembourg during a press conference following a meeting of the EU Foreign Affairs Council by EU High Representative Josep Borrell.
‘We started today's EU Council with a conversation with Ukraine's Foreign Minister Andriy Sybiha, who briefed us on the situation on the battlefield and commented on elements of the victory plan that President Zelenskyy will present at the next European Council. We also discussed how to promote and complement the Ukrainian formula for peace. There is a strategic logic in strengthening Ukraine politically and militarily to force Putin to negotiate. Although, I must admit, this looks like a very distant prospect,’ Borrell said.
He noted that the EU will continue to provide military support to Ukraine and promote the Ukrainian formula for peace.
‘We believe that peace should not be confused with surrender. This year, we have seen a sharp increase in the number of casualties among Ukrainian civilians, Russia's brutal attacks against energy and port infrastructure, as well as against grain exports. Several civilian foreign vessels have already been hit by Russian ballistic missiles, so the problem of grain exports is back again,’ the EU High Representative stressed.
He reminded that Russia has started attacking ships that had been freely navigating the Black Sea corridor from Odesa until now. Currently, Ukrainian grain exports are once again under threat from Russia.
On 17-18 October, the European Council will meet in Brussels to discuss developments in Ukraine and other major issues of the EU's domestic and foreign policy.
