Zelenskyy Outlines Three Funding Options for Possible Tomahawk Missile Deliveries

Ukrainian President Volodymyr Zelenskyy said Kyiv has identified several potential mechanisms to finance the purchase of U.S. Tomahawk cruise missiles if Washington approves their transfer.

Zelenskyy outlined three main funding options during a joint press conference in Kyiv with EU foreign policy chief Kaja Kallas.
According to Zelenskyy, the first option is NATO’s Prioritized Ukraine Requirements List (PURL) program, through which allies jointly procure U.S. weapons for Ukraine’s defense needs.
The second option, he said, is a direct “Mega Deal” involving broader bilateral financial cooperation with the United States.
And the third option involves using profits or proceeds from frozen Russian assets as part of a reparations-based funding mechanism.
“It’s too early to discuss the number or scope of Tomahawks,” Zelenskyy said. “I’ve already shared our vision with President Trump, but some of these matters are best discussed in person, that’s why we’ll meet soon.”
However, the president emphasized that while most world leaders view the use of frozen Russian assets positively, “a political decision must come first – and that needs to happen faster.”
Kallas reaffirmed that Ukraine should determine its own defense priorities. “Whether it’s Patriot or Tomahawk, it’s up to Ukraine to decide what it truly needs. Our role is to help meet those needs,” she said.
The discussion follows two recent phone calls between Zelenskyy and U.S. President Donald Trump focused on air defense and long-range weapons.
The Ukrainian president stated that Russia “fears” the possible delivery of Tomahawks, calling it a sign that “American pressure could help bring peace.”
