EU’s Kaja Kallas Visits Kyiv for Talks on Military Aid and Energy Security

European Union foreign policy chief Kaja Kallas arrived in Kyiv on Monday for a high-level working visit.

Kallas announced her arrival in a post on X, where she shared a photo taken at the Kyiv railway station, where she was welcomed by Ukrainian Foreign Minister Andrii Sybiha.
“I am in Kyiv today for talks on financial and military support, the security of Ukraine’s energy sector, and holding Russia accountable for its war crimes,” she wrote.
The EU’s top diplomat praised the resilience and courage of the Ukrainian people, saying their determination “continues to inspire the entire world.”
“Their resilience calls for our full support,” Kallas added, reaffirming the European Union’s long-term commitment to Ukraine’s sovereignty and reconstruction.
According to European diplomatic sources, Kallas’s visit is aimed at coordinating the EU’s next package of support measures for Ukraine, including new funding tranches, energy stabilization initiatives, and military assistance.
The talks in Kyiv are expected to address both immediate defense needs and long-term reconstruction priorities as Ukraine prepares for the coming winter amid continued Russian attacks on energy infrastructure.
Discussions will also touch upon the next sanctions package targeting Russian industries and state-linked companies, as Brussels seeks to increase pressure on Moscow while sustaining its own defense production.
In recent weeks, EU foreign policy chief has called for accelerated delivery of ammunition and air defense systems to Ukraine and urged EU partners to “treat the fight for Ukraine’s freedom as the defense of Europe itself.”
Earlier, Kallas warned that the war could extend for at least two more years unless the West maintains pressure on Russia. She argued that Moscow’s recent missile and drone attacks on civilian targets are meant to “mask the failure of its summer offensive” and to intimidate Ukrainians ahead of the cold season. “Russia will not stop until it is forced,” she said.
