EU Defense Roadmap Includes Reparations Loan and Security Guarantees for Ukraine

The European Commission has presented a defense roadmap for 2030, which provides for a “reparations loan” to Ukraine by the end of 2025 and includes security guarantees for Kyiv as a key element of European defense strategy.

During the presentation of the EU Defense Roadmap to 2030, European Commissioner for Defense Andrius Kubilius emphasized that the document contains an important commitment — to implement a “reparations loan” for Ukraine by the end of the year.
According to him, Ukraine's combat experience should become an integral part of the development of a common security system.
“Ukraine is really ready to help us with its current combat-proven experience. Together, we are building a European defense dome,” Kubilius said.
Kubilius also noted that a number of defense flagship projects, in particular the European Initiative to Counter Drones and the Eastern Flank Guard, could be implemented in cooperation with Ukraine.
EU High Representative Kaja Kallas, in turn, stressed that security guarantees for Ukraine are an integral part of the EU's new defense strategy.
“Ukraine is still Europe's first line of defense. That is why security guarantees for Ukraine are also part of the roadmap,” she said.
Kallas added that the most reliable security guarantee for Kyiv is a strong Ukrainian army and a developed defense industry.
As The Gaze previously informed, the European Commission has proposed four “flagship” defense projects, including a system to combat drones and strengthen the eastern border, to prepare the EU for self-defense by 2030.
