European Investment Bank has provided over €83 million for the development of Ukrainian cities
The funds were transferred to a special fund of the Ukrainian state budget.

In December, Ukraine received €83.6 million in loan financing from the European Investment Bank (EIB) for six projects aimed at developing urban infrastructure.
It is noted that the financing was attracted for the following projects: €22 million – “Higher Education in Ukraine”, €18.4 million – “Municipal Infrastructure Development Program”, €13.5 million – “Modernization of Ukrainian Railways”, €14.4 million and €10.2 million – “Urban Public Transport in Ukraine” and “Urban Public Transport in Ukraine 2,” as well as €5.15 million – “Energy Efficiency of Public Buildings in Ukraine.”
The funds will be used to develop cross-border railway crossings within the Connecting Europe Facility initiative, purchase public transport rolling stock for Lviv, Dnipro, Ternopil, and Kremenchuk, and build a transport depot in Lviv.
Since the start of the full-scale invasion, the EIB has already provided Ukraine with over €860 million within the framework of the above-mentioned projects. In particular, in 2025, €52.5 million was raised to upgrade public transport rolling stock in Ukrainian cities, approximately €31.4 million for the development of communal and municipal infrastructure, and €32.2 million for the thermal modernisation of public buildings and the improvement of energy efficiency in dormitories and educational buildings of higher education institutions. In total, the Ukrainian government has raised €144.6 million in loan financing from the Bank this year.
As reported, as of December 2025, the EIB's loan portfolio in Ukraine's public sector comprises 27 active projects totaling €4.7 billion, of which 22 projects worth €4 billion are currently being implemented. The total amount of funds committed under these projects is €3 billion.
